Overview

The primary purpose of the Green Gables Metropolitan District No. 2 (the "District") is to finance and construct public facilities and improvements needed for the development of the commercial and residential property and to dedicate, when appropriate, such improvements to Jefferson County or to such other entity as may be appropriate for the use and benefit of the District's taxpayers. 

The District's original Service Plan was approved by the Jefferson County Board of Commissioners on September 11, 2012. 

GREEN GABLES METROPOLITAN DISTRICT NO. 2

The Green Gables Metropolitan District No. 2 is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, and safety protection improvements of the District, and the provision of covenant enforcement and design review; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by Jefferson County, Colorado, on September 11, 2012, as it may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in Jefferson County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that Jefferson County does not provide.

The District was organized in conjunction with Green Gables Metropolitan District No. 1, which serves the residential portion of the development, while the District serves the commercial and multi-family portion of the development. The District and Green Gables Metropolitan District No. 1 operate as distinct and separate entities.

The District and Green Gables Metropolitan District No. 1 collectively may incur an aggregate maximum debt of $49,000,000. Ad valorem property taxes and other legally available revenues of the District, including public improvements fees and specific ownership taxes, may be used to repay such debt.

The District may assess a maximum mill levy of fifty (50) mills to repay such debt. Such maximum mill levy is subject to adjustment in the event the method of calculating assessed valuation is changed after September 11, 2012, by any change in law, change in method or calculation, or in the event any legislation or constitutionally mandated tax credit, cut or abatement.

The District must file an Annual Report with the Jefferson County Clerk and Recorder.

The District boundaries overlap with the boundaries of Bancroft-Clover Water and Sanitation District, Jefferson County, Foothills Park and Recreation District Subdistrict A, Jefferson County Law Enforcement Authority, Regional Transportation District, Jefferson County School District No. R-1, Urban Drainage and Flood Control District, Urban Drainage and Flood Control District – South Platte, and West Metro Fire Protection District.
